There is a legitimate reason, in the sense that Gonzales wants to go after child pornographers, and I think this is a good thing.The problem is that all of these issues have been hashed out 200 years ago as a result of the founding fathers living in a system with these kind of controls (obviously not technological, but the forced government intrusion stuff, the protection from which is one of the basic tenets of our Constitution).
There has to be some level of balance. There has to be a different answer.
The easier answer would be to have ISPs install systems to redflag child pornography related keywords only. While child pornographers can get away from this by establishing websites without these keywords, it still would help to make things harder on them (i.e., no keywords, harder to search for).
I would be for this limited intrusion (i.e., I don't see a public policy incentive to protect child pornographers).
